Fire alarms / detectors throughout
I have to wonder if any passengers tested those. Too often those are found with dead batteries.

“Most of the tourists were rescued“ the Facebook post in the article you posted says. The video in the FB post works and is dramatic. Here’s a Reuters article with several images.

It‘s reported that electrical fire originated in the engine room at 0630 when folks were on the dive deck for briefing. One hopes for effective fire suppression in the engine room, which there’s no way for a passenger to test, but 90 minutes earlier would probably be a very different story.

WTF is the problem with Red Sea Liveaboards? I hope these 3 divers are found, but what the hell is wrong over there??? Way too many liveaboard fires: Red Sea Aggressor 1, Scuba Scene and now this?

Actually operating safely adds costs. Pretending you are operating safely is ‘free’. And it isn’t just an Egypt problem. What would it have cost for a crewman to be assigned to patrol the Conception from 10pm to 6am?
