Bahamas are cheaper, 1,685 AUD equivalent for 7 days on Blackbeards. Captain was very safety conscious and for its size, the boat seemed stable. I don't think it is about you getting what you pay for. Things like a proper head count and working fire extinguishers are free or cheap.
Egypt LoB's are cheap in comparison with many other options, particularly from UK/Europe - the availability of cheapish flights also adds to the attraction somewhat. They are not as cheap as they were and some Asian destinations are now looking keen but I suspect safety won't be any better.

I would not use Blackbeards for comparison, bare bones dorm diving, fine if that's what you are looking for.
A buddy of mine describes it as "camping, but on the ocean"..
