Hmm, may try upgrading my laptop again.

maybe not needed.
my Windows 10 is now 1511 10586.318, by automatic upgrade
to check : parameters -> system -> system information

at work, latest delivered and upgraded Windows Phone 10 have also the same number 10586.318 (just for information, not related).

I had upgraded my laptop from Win 8.1 > 10, but it was the version that did not support IrDa. Unfortunately that is my travel laptop and I want the ability to download my dive computer. I downgraded it back to 8.1 for the time being.
My success on ver 1511 is on a desktop test PC.
