haven't looked through the whole thread, but a common thing i get told all the time:

"Sorry, we cant fill your low pressure cylinders to the 10%. The Plus rating is only good till the end of the first hydro, IT CAN NEVER GET RENEWED!!!!!"

by the end of that phrase im already closing the door on my car and looking for another dive shop.

there is no need to analyze the tank because it's an air fill
 
If you can here at XXXX (usually some local lake or quarry) you can dive anywhere!

Sure you have to have good buoyancy, trim, anti-silting techniques and general skills / comfort to dive here but there's no current and the risk from failed navigation is pretty small.
