The MK17 brochure can be viewed on Scubapro's UK web site, as part of the UK 2005 'catalogue'. Click on the link for Regulators, and page through the pdf.

The MK17 doesn't appear to have a swivel - in fact, it looks like a modified Mk16 to me (the basic non-finned body section). I'm curious if Scubapro will offer a retrofit / upgrade kit to convert MK16 to MK17 - if so, maybe those with MK18 could also retrofit, and have a swivel.

Here's a link to the site in Slovenija with more technical diagrams of the MK17. If you click on the small, semi-grayed out pictures, larger clear ones will pop up - with nice English lettering.

The Scubapro German site still shows the MK18, and the graphic cutaway of the MK16.

And, it's interesting that Tusa is now offering what certainly appears to be a clone (?) of the Scubapro MK16 first stage in their RS 460 offering. The cutaway drawing looks identical to the graphic on Scubapro's site.

TUSA used to produce all of Scuabpro's designs for Scubapro. I am not sure how much production is done by TUSA today but I suspect at least some and perhaps all of Scubapro's designs are still produced by TUSA. TUSA also has a long hisotry of selling the regs under their own banner as well as making the designs for other companies once SP's exclusive rights expire which has been the case with the Mk 5, Mk 10 and Air 2 so a Mk 16 clone would be no big surprise.
