Was it the PT's fault, or was it the Subaru's fault?
Oncoming traffic was slowing, but they could have been slowing in response to a yellow, which COULD have been leading to a green arrow for the car in the foreground left turn lane.
LEGALLY... The pedestrian had legal control of the intersection, so no matter WHAT the colors were, the Subaru was in the wrong for crossing the limit line before the crosswalk was clear.
That said, at the speeds shown, one of the two certainly did run a red, as the Subaru had most definitely not just started moving on a fresh green.
The enforcement system that captured the video has the data on which direction was red at the time... if this was indeed a red-light camera system. To me, it looks more like a simple CCTV monitoring system. Redlight cameras do not record until a violation triggers them. That would not be until after one of the two cars had crossed the limit line.
Still... I agree... redlight runners, and those who screw up in construction zones should be castrated!
