I got 23-26C from my computer. This could be a difference in our equipment. He's probably right on vis, I am not a great judge of that.

Based on my research before the trip, I expected December to be the driest and coldest month, with it getting warmer until May and continuing to get wetter until August. February seemed like the ideal mix being still plenty dry but starting to get warmer. I was there Feb 10 - 19th, less time than Luke and much better weather than the time he was there before I arrived. Other divers and guides at the resort said the same thing as Luke - February is cold and a mix a wet/dry with March being much drier and warmer and April and even May being even nicer. I would not go again in February and would definitely avoid December and January. I was happy with the weather I got, especially after the first 2 days, but it seems like I got better weather than typical for February.
 
Which I'm sure I said it in person as well, but my past experience in Philippines in February have been much different. Moalboal, Camiguin and Bohol in 2 different years were both around 27-30C so this definitely caught me off guard. Almost made me wish I brought my wetsuit!
