yes, because they still need to know it is an exemption 9791 tank. if you don't have that, they can refuse to test the tank as you don't have evidence of it conforming to a current valid DOT spec.

IF Worse comes to worse, I believe you can pick up a set of stamping dies in alpha numeric from the hardware store like Home Depot, Lowes or local hardware store to your area maybe even harbor freight since you know what markings should be present
