As for full/empty, I use masking tape on the valves to indicate a tank is filled. I don't like valve caps because I lend tanks to buddies and sometimes they mean well and replace the cap, so I can't rely on that system.
 
Colored valve wheels will serve the same purpose. (noted in the pic @Tracy posted above - those blues stand out in that stack like nobody's business)

I like the idea of marking valves, not tanks. Valve markings stand out regardless of position rather than getting concealed by other nearby tanks or having to search for a sticker that might be facing away.
