But that wasn't the only thing the Toyota dealer diagnostician didn't find

Ahhhhhh Happys Toyotas fixing incorporated better than the real thing!

Do you ever wonder why you are where you do not want to be and yet continue along the same path

How are you using Citric Acid and what is the use case? Also have you used Blue Gold at all in the Past?
I use Citric Acid as a 10% w/v solution in my ultrasonic, with 0.5% CAPB as a surfactant.
Concentrations of 25% at 60°C can be used to passivate SS.
I find 10% CA is a little less aggressive than phosphoric acid (though it may have been my concentrations of 4-8%), and so is more tolerant of longer U/S run times (e.g., 5-10 min vs 3 min).

Although I presume you already know, asking about Blue Gold is "apples and oranges" when discussing acid cleansers.
BG is an alkaline degreaser for oxygen cleaning that is very popular and very effective. A great choice.
My current choice is Extreme Simple Green (not Crystal), because it's also specifically indicated for oxygen cleaning and is locally available at Home Depot by special order.

Unlike dishwashing liquid that I have seen used in most all O2 cleaning dive establishments I have been in

Biodegradable

No chemist required

Available everywhere

Actually I'm infiltrating another tomorrow and will see what they use

Thank you for the reply that is very helpful, I could have done a better job separating the two questions.

Well I did my infiltration and what, you could have blown me over with a feather duster

And he's got a bigun

He tells me he likes the fizzing like baking soda and how it leaves the inside of the tank

Good stuff Simple Green, ha ha ha ha ha ha ha!

I use Citric Acid

[Edit: missed @rsingler stated this a few posts up.]

And it is no longer the "Crystal" (not-green "Simple Green") that is approved for O2 c leaning but now the "Extreme" version.

(Which I fortunately had bought at the same time as the "Crystal" for the better comapatibility with AL parts. So "Crystal" gets used for general purpose cleaning now.)
