From the Skills and Environment section of the PADI Dive Theory Exam:

c is hypoxia ?
 
b- yes, carbon monoxide.
c- narcosis.
I'm wondering if anyone will search out an organism that may also cause b or c.....

Well, it could also be oxygen toxicity--I believe in "VENTID" (list of signs of oxtox), the e stands for euphoria. But I'm sure it is narcosis.
 
Also agree with Tom. A false sense of well being or euphoria are classic symptoms of narcosis.

Small doses of tetrodotoxin (the toxin from the blue ring octopus and in pufferfish) can cause euphoric symptoms. This is why pufferfish is prepared sometimes with a small amount of the toxin left in.
