one would need to monitor the marine band (frequency?) continuously for updates.

If you monitor the radio, you only need to know spanish for "port closed". It was pretty obvious just before my last dive in Cozumel.

I have a couple of portable radios I bought to try that, but they talked too fast for me. Need to sell those.
