Eilat, Dahab and Jordan

Dahab above Eilat every time.

I was sure that in Egypt it is mandatory to dive with a guide.

Shore dives at the locations of Red Sea Diving Safari are unguided as a rule, though the buddy system is enforced. I believe several other 'camp' style dive operators along the coast to the south have copied this. On dayboats and liveaboards I have only ever been let off the leash after showing off my diving prowess for several days

I do wonder how a local in Egypt (not a guide, just a diver) would arrange his diving without resorting to a dive operator. Here in Holland I can just chuck some tanks in the car, meet up with my buddy at the water's edge and jump in. No guide, no licence required.
