Actually, I think he is referring to the method I described in my original post. Where the "rubber band" is around the tank.
 
I use a snorkel keeper attached to a D ring on my chest to hold my pony reg. Their cheep and seem to work better the the scumball (or lemons as I've also heard them called. I also have a long hose on my pony reg so I slide it under a band on the pony tank to keep everything trim.

Gee, and I thought he was talking about my bicycle innertube rubber band that I use as a breakaway attachment on my necklace....
Wonder which one..
[I carry both pre-cut and uncut lengths of small and large bicycle innertubes in my save-a-dive kit. With those and a few zip-ties you can fix and/or manufacture just about anything]
