I've heard - but do not know for a fact - that you have to have a guide when diving in Greece. That should be because the large amount of antiquities laying around in the sea, which they don't want the divers to carry of. I can understand that! Otherwise, really bad idea.

Can't you get that gay to stand bomb shield for some of the inocents? There he would do some good!

just a small note from a diver that was with Orbiter last September diving in Gozo (Malta). We WERE diving unguided dives. You just need a med exam and a small fee!

That small fee of approx 1 Maltese Lira works out to about $2.25 USD, and is the cost of processing your Maltese Sport Diver Card. You submitted your medical exam, the dive shop undoubtably looked at your c-card, and a little money is all it takes.

The procedure is almost a joke, but it limits unescorted diving to those certified to CMAS 2-star, PADI AOW, or comparable level of certification.

I think that the decision to allow people to dive independently or not should be left to the local diving community. Here in Boracay, we do not allow divers to dive independently. Some reasons include:

1. minimize diving accidents. a lot of divers are people who travel once every year or few years and do not dive regularly.

2. a dive center will be held accountable for any emergency.

3. most visitors want to dive with a guide anyway, not necessarily the same case in other areas/countries.
