I ended up using trim weight pockets from an Aeris Atmos XT BC.
These will be used on the upper tank band on my Brigade;
one on each side of the tank.
I bought them from Scuba Toys for around $15 each.
They are very light weight, with a drain hole in the bottom.
These are much more compact than the XS scuba ones
and these have a plastic zipper for inserting/removing the weight.
They are designed to hold soft weights or up to one 5lb hard weight.
They mount by using a 2 inch vertical loop that slips over the
cam band. It does require removing the band to install them
but they don't depend on velcro to hold them on.
The Atmos XT cam band has loop (fuzy part) velco sewn on the
inside of the cam band up by the back mount. This mates up
with the hook velcro on the inside of the mounting loop on the
back of these pockets. While not neccessary, this is used to
keep the pocket from sliding around. It is not used to hold the
pocket on, just to keep it from sliding when the cam is not
tight on the tank.
I had my wife sew on 2 small pieces of loop velcro on my cam
band to take advantage of the hook velcro used on the mounting
loop.
For me, this was a much better option than the XS pockets.
