It's not unknown for a dive shop to also have a hydro test facility on site as the two businesses complement each other. And to be honest, with any kind of volume, the hydro testing will be much more profitable than the dive shop.

As long as the rust is not excessive or is removed, there is no reason the tank cannot be O2 cleaned and put back into service for partial pressure nitrox fills. You'd be surprised at the amount of rust inside many welding tanks and they are use with 100% O2 for years, even decades, between tumbles and cleanings with no problems.
