I'm just about to purchase a tank - what would be better.
Buy a brand new steel tank or buy an old second hand steel tank that has been galvanized and is apparently much stronger.

Cost wise it's the same.
 
Personally I would buy a new tank and try to get the shop to throw in fills for it.
But I think you would have to be more specific on what kinds of tanks you are thinking about buying before someone will be able to answer your question very well.
