Its just an artery where water from the island exits into the ocean. There are lots of them close to shore. You can see them while diving in front of monina restaurant too. That one in the video really opened up from the amount of flow it was getting from the massive rain.So does anyone know what this is about?

Cozumel, Q.R. -- More than a dozen vehicles were damaged after a mechanic workshop caught fire in Cozumel early Tuesday.
So basically the nearby fire station couldn't respond due to a lack of vehicles and when the main station on Juarez responded they lacked hoses.
