There are tourist and fiscal police also
The Azuls are Tourist, municipal and state - the fiscal guys are in there somewhere too, no uniforms, jackets sometimes, they do the investigation stuff and manage the bigger bribes
The blancos are federal guardia national - they replaced the guys in black
The few verdes are the ejercito's - they deal with anything land like out by the north light house
The other verdes are the Marinaria which is the marines
The capitina is the navy but I think guns are provided by the marines......
The guys flying planes, who are they with???
The special forces guys that you sometimes see training, I'm not sure who they really fall under - some of them were guardia nationals, others seem to be marinaria

I believe that while Perla Tun Pech was mayor and from a different party than the governor. She attempted reforms and governor Joaquin sent the state police to the island over the mayor’s objections. I was having dinner at La Sara’s when the convoy came into the town off the car ferry and the convoy came down 30th sirens and lights blazing enroute to their new barracks.

As far as I know they still are. Their barrack's were over near casa mission.

I recall recently seeing patrol trucks that said Polica Estatal on the side.
