"President Andres Manuel Lopez Obrador, who leaves office next week, has long criticized Vulcan's activities as environmentally damaging, and officials ordered a halt to limestone quarrying by Vulcan's Calica unit two years ago."

Same guy who championed the Mayan Train, one of the most environmentally destructive projects of all time? Guess you can't be ashamed if you don't have any shame in the first place.
BTW, CALICA has for a long time served as the port for the car ferry. So using the port for other activities is not unprecedented. Having used the car ferry many times I would have found it difficult to do business in Cozumel.

For instance, all of our tanks and other big items come in by ship to PUERTO MORELES up north, and we truck it over to pick them up. No cargo ships come in to Cozumel!

As for the environmental issues with Vulcan's quarry...its not difficult to imagine it as a problem.
