From across the channel. What is odd is not the accident but this statement that

Sounds like the 'theme park' did not want a search and rescue launched from their dock where their other visitors would learn about it.

Sounds like the 'theme park' did not want a search and rescue launched from their dock where their other visitors would learn about it.
Sad outcome. Likely a lot of missing important information though, as per usual. OOA at 18m (60')? Buddy breath or ditch the weights and do an emergency swimming ascent. A new/panicked diver or medical issue? Doubtful we'll ever know.

How on earth would first responders not be allowed immediate access in an emergency? That's loco.

The last sentence of the article is:
The proposed project is at a cost of 88 million pesos with a period of 24 months of construction.

I don't have an opinion about the cost, but I cannot imagine this taking only 24 months to complete.
 
If it had happened in the U.S. there would be a multimillion dollar lawsuit.
The ambulance business is different there.
