I'll bring my side of this thread to a close by saying that I will be "solving" the problem. Although the signs (2) say to use the appropriate side to enter and exit, and in America we use the right hand side of the road, of the stairs, etc., I have asked about the indicator signs and been told to go ahead and remedy the issue by painting them on the appropriate sides.
People who read the signs and use their heads (with the exception of the British and others who drive on the left), should be able to figure this one out. For those of any agency or "school" persuasion who can't, I will paint the signs in red. After that, I'll paint the town in red.
As some one who has dived Catalina for 35 years, there were advantages to the rocks before the stairs were built. They didn't funnel entries and exits to the same degree causing the congestion we see.
