I love the state department travel warnings. They seem to highlight isolated incidences and base their warnings on those. Have you seen other country's warnings about the US? Not so positive, either.

You're probably safer in the Phillipines than going to Walmart, church, or school here in the States.
 
DAN covers dive related emergencies, like a hyperbaric chamber. I don't think that is effected by where you dive.

Travel insurance (e.g. TravelGuard, Allianz) covers if your airline strands you somewhere for 4 days and you miss a liveaboard, need a hotel, or a more expensive flight to get home - as well as if you can't travel due to sickness or any other covered reason. I don't think DAN can cover any of this. Most of them have disclaimers about coverage in Level 4 areas. At best, it forces you to read the fine print and ask questions instead of just booking and going.

DAN does sell travel insurance separately from their normal scuba plans (they partner with Generali ).

I have no idea how it compares to to other travel insurance options (though @DandyDon probably does ). I have a travel medical plan, but i essentially self-insure for trip cancellation/interruption costs (though some of my credit cards do have some insurance provisions that might kick in if the stars aligned )

Most travelers are better covered with broad trip insurance that covers most risks. You probably use an annual product.

I've never done a complete comparison but I figured that Generali could sell me Generali insurance better than DAN could. I buy trip insurance directly from Generali. I still have DAN TravelersAssist and DAN dive insurance.
