Incidentally, I have dived Davao and General Santos in Southern Mindanao and Surigao is Northern Mindanao. Camiguin is not very far from Mindanao.

Puerto gallera is definitely a sex tourist place. Lots of Asians go there and also dive. I found the dive sites to be pretty poor except for Verde Island. I'd say go to anilao across the way if you are there for diving. Buceo has access to the good ones. Aianar is a nice resort. HOME | Dive Anilao Nudibranch capital of the world
Phuket is miles ahead on sex tourism in whole SE Asia.

I am there for the diving, and might split time between Puerto Gallera and Anilao. What was poor about the diving? From videos and photos and people who have actually been there, it seems amazing, except for a lack of large pelagics and sometimes limited visibility.

Also, are the non-muck dives in Anilao worth doing, if I also dive in Puerto Gallera?

Nothing wrong with the PG dive sites, spent two weeks there after Anilao last year. Lots of pelagics and some sharks, just need the right sites.

I did a split trip about 10 years ago with a couple of buddies diving Anilao first then PG (with Asian Divers).

The consensus was at the time that we should have done PG first then Anilao, and if I were to do that again, that would be my choice.

Asia Divers will have a schedule, and best to discuss with them as to what you want to see. They should put you in a boat with similarly experienced divers.

Well worth doing both, I thought Anilao was better, but both good. Dive operator should take you to the best spots. Asia Divers is apparently good according to my friends.
