If I wrote "Americans" it was a mistake. State Department stats are for US citizens, regardless of if they are Filipino or European or African or American. Ethnicity has nothing to do with it.
You did not say that but you quoted what was being said by that Pinoy woman.
Home coming Pinoys would have other issues to deal with in which we, tourists, would have nothing to do with it. BTW, they might return to places where tourists would not be interested or regarded as highly dangerous eg Basilan. Different agenda.
 
I think one of the biggest risks is driving or riding in a vehicle in Manila traffic.
I never drive in ph, as a foreigner you will be on the hook for everyone's damage and injuries, no matter whose fault it is. Also I would never drive or ride a motorbike.
 
Plenty of people do not have a clue on the geography of the country.
Tubbataha is in Sulu Sea but miles away from any civilization and there is ranger station on the atoll.
