No CNY is not a thing in the Philippines but it is in China, Taiwan, Hong Kong etc. So you may run into a lot of tourists from those countries which makes it more crowded and expensive. I will refrain from comments about Chinese divers.

CNY/LNY a big holiday in Singapore (although it's only 2 days off officially). Singapore is 70% ethnic Chinese so its the biggest holiday of the year.
 
I booked El Galleon but Buceo is sold out. I noticed they do online booking but have a "Contact Us" for instead. If the other Anilao operators have similar websites, they are sold out as well.
 
I got the best idea for you, forget about Puerto Galera, you should go to Puerto Plata Dominican Republic, they will call you Gringo, and you can call them Amigo, problem solved a perfect match.

I’m a regular visitor to the Philippines & PG. There are hotels and apartments right across the road from the airport - you can walk across a road bridge in 5 minutes. Good for sleep catch-up.
PG has great reef, drift & muck diving, and plenty of restaurants & bars. You can easily enjoy a week or 2 there. You can also stay at white beach a bit further round, which offers some other dive sites.
 
I plan to spend my first night in Puerto Galera. Any recommendations for food, especially seafood, at or near the airport? I don't mind spending money, but I will look and smell like I spent 24 hours traveling, and will have 2 large checked bags. I will also need to change money first or pay by credit card.

Only T3 has but not the other three.
