No CNY is not a thing in the Philippines but it is in China, Taiwan, Hong Kong etc. So you may run into a lot of tourists from those countries which makes it more crowded and expensive. I will refrain from comments about Chinese divers.

CNY/LNY a big holiday in Singapore (although it's only 2 days off officially). Singapore is 70% ethnic Chinese so its the biggest holiday of the year.How about the Lunar New Year or Spring Festival in Singapore?

Only T3 has but not the other three.I’m a regular visitor to the Philippines & PG. There are hotels and apartments right across the road from the airport - you can walk across a road bridge in 5 minutes. Good for sleep catch-up.
PG has great reef, drift & muck diving, and plenty of restaurants & bars. You can easily enjoy a week or 2 there. You can also stay at white beach a bit further round, which offers some other dive sites.
