When i did the manta queen 2 the water was 32 degrees. Google says thats 89.6 in your language.

In Sydney i freeze in a 7mm but in thailand I wore a pair of shorts.

They supply lights on the boat. You only have to pay if you loose them.
 
The above posts are mostly spot on but I have to say a shorty may not be a good idea. My first time in Thailand I dove in shirt and shorts and was warm enough. My second time there I brought a shorty but after getting hit by some unseen stingy thingy while hanging on a deco line I preferred to cover my body with thin layer of neoprene. A full length 3mil was just fine if not a bit warm for me.
