Is necessary water rinse after steel tank visual inspection?

The tank(steel) condition is good as a result of visual inspection, nevertheless have I to rinse?
I am worrying new rust appears after rinse.
Have I to wash? or no problem? or don't rinse?

if you don't do anything other than VIP, then the valve can go back on and fill. Nothing to rinse. This should have been covered in your VIP class...
