Would you consider the installation of a DR-RG1226BLK cold water conversion kit on a RG1208 1st stage regulator to be something a mechanically competent owner could do?

Well, anything is possible, but honestly this is probably better done by a regulator technician, hopefully one certified to work on Dive Rite regs. We're happy to do this conversion for you at Dive Rite or recommend a local shop that can help you.
