This is a very general question, but what would one need in order to open a hydro/vis shop? What sort of training/insurance/licensing/equipment would one need in order to do this??

I have heard that it can be done fairly inexpensivly, however you need volume. Most hydro places I am familiar with do fire extinguishers as their bread and butter. SCUBA is just not big enough to be the backbone of a business in most places.
 
Most hydro places that I have seen have the hydro part as only a small part of their business.
 
You need to buy the necessary gear, $6000 to $10,000 new, get training (often included with the gear if you buy new, otherwise $400 or so) then hire a DOT-approved inspector to come out and review your setup, after which you can apply to the DOT for a RIN number. Not sure what the inspector costs, but I'd estimate at least $1000 and wouldn't be surprised if it was more.

so, bottom line, you would make more by putting those funds in a money-market account or an IRA.
