Wasn’t that always the standard? I thought that’s why i did it in doubles, drysuit and with a corded light?
I think the only thing that was necessary for a tech pass before this change was doubles. As in, you could hypothetically do your tech pass with Al80 doubles, a wetsuit and a non corded light on a goodman handle.

As far as I can tell there are no equipment changes for tech pass between 9.2 to 10.1

The previous standards simply stated that a primary light was needed, but there was nothing to specify a corded vs a cordless light (apart from a section about if the burn time requires it, which isn't the case for Fundies level diving).

Also according to the standards, a drysuit isn't required for a tech pass.

From 3.1.7.8 Required Dive Skills and Drills:

m. Demonstrate proficiency in the ability to deploy a surface marker buoy (SMB) while using a spool.

Is it a requirement that the spool is not pre-attached to the SMB?

All three GUE instructors I've trained with required the step of attaching the SMB to the spool during the drill. We talked about scenarios where you might want to have a SMB and spool preconfigured, but for the class requirements they wanted to see the spool and smb attached just prior to usage. That was prior to the new standards, but I can't imagine that will change in their minds come June.

Probably, as that's an easy way to evaluate your awareness under task loading. If you sink while trying to hook it up, you're not looking at your team often enough. I'd also expect that someone will go OOG when you're "busy" for similar reasons.

That was our thought too. Breaking down each task in smaller steps, stopping and stabilising between each step makes a lot of sense.

No it is not a requirement, you can keep it as you like in your pocket (pre attached or not). However, you would need to know how to do it, and it is also a good practice of handling the equipment under water, while making sure the bassis is there, team work and attention to the environment.
