Florida legislature is weird...They once tried to pass a bill that limited SCUBA to 4ft. This bill is being pushed by LDS's. It won't get far
 
Your Kidding! Wow! They do reside in Florida waters. One of the largest ever caught was between Florida & Cuba.

I didn't believe it either but;
I suggest that you search a deeper. This particular legislation is a rider that's tacked on to an internet sales tax bill that targets Fla. residents. If I can find it anyone can.
