No, you can’t. I’ve gone back and forth with PayPal for three months. No matter how much evidence I’ve sent them they still found for the buyer
I've been using paypal for 15+ years and have delt with people and their BS multiple times.

CALL THEM. Dont email/chat.

This is coming from someone who absolutely hates calling anyone.

I quit using Paypal about 20 years ago because of un-ending problems.

Since then I have been trying to close my Paypal account, but they refuse to close my account. I have sent certified letters, email, messages, chats, etc. I have spent COUNTLESS HOURS on the phone with PayPal. For 20 years Paypal has been assuring me that my request was forwarded to account specialist for final action.

I have reached a point where I am thinking of doing something so dastardly with my Paypal account that Paypal takes action to close my account for violating their terms.

Receive money - cash, certified bank check, or postal money order

Send money - I always have the person send me a Paypal invoice and I pay with a credit card. That way I deal with VISA or AMEX instead of Paypal.
 
I've had good and a small amount of bad over 20 years especially as seller.

I have100% seller rating so maybe that helps, I don't know.....I used to be nice if someone complained, offer to take it back but no more.

My listings state clearly what's included, condition, NO RETURNS, how fast I'll ship from CONFIRMED payment, etc. I don't like losing % but it opens you up to much larger market.

Like Doc Harry any PURCHASES off Ebay I do (very little) PayPal uses a credit card I have just for that purpose. Much easier to let the CC company fight with Ebay / PayPal and 99.99999% they'll credit your CC immediately too.

The OP sounds like he got a crap buyer and I'd provide negative Feedback on him ASAP. Those seem to get a rise out of Ebay algorithms or whatever. Maybe even a live person not wanting any seller / buyer to appear crooked.

So you eliminate 99.9% of buyers.
And still deal with paypal for buying things... Because if you had ever filed a charge back they would have just put your account in the negative.

Its been 20 years and no one has come up with a better option that's stuck around.

Paypal owns venmo.

None of the others offer any sort of buyer or seller protection.

And still deal with paypal for buying things...
I'll happily eliminate 99.9% of buyers to avoid PayPal. I sell a fair number of things, and always find a buyer on my terms. I've never been ripped off when selling on my terms.

The last time I bought something using PayPal was about 5 years ago. I bought a hand-made wool garment from a 90 year old lady in England who was adamant that she would accept nothing but PayPal. We went back and forth for a couple of months, and finally I gave in to her demands. She wouldn't send me an invoice, so I had a friend with a PayPal account make the purchase for me.

For commercial purchases, I found it's easy to bypass PayPal by calling the company directly and make a phone purchase using a credit card. There's always a company willing to work with you.
