I can totally relate to this problem. As an earlier post hinted at, one frustration female divers have is finding dive buddies who are 'safe'.
But like most people have suggested here, teaming up with your LDS or dive club will helps you meet like minded divers and make new friends. My LDS/club do monthly shore and boat dives. If you don't have a buddy, they find one for you.
 
I meet up with people from my local dive club when my husband can't go out with me. The dives are usually held at public beaches with lots of people around. I feel pretty safe, although it's a little weird to be the only woman diving with a bunch of guys I don't know particularly well.
