Not sure what you are referring to. The Apts have been called Allwest and the dive operation called Gowest since we started going to CUR. Did you see something about a change? Tanks are onsite at Allwest from Gowest but air only. We were there in June. As far as I know they are one in the same or otherwise partner on the apts and diving.
When we started in 2002, there was nothing at Kalki. There was a dive shop to operate the boat but it was more like a shed, since the air compressor was located at AlWest, next to Jesus statue. Then Kalki became busier but I never could figure out who is doing what.

At gowest staffed full dive shop with tanks, lockers, rentals, boats etc at Playa Kalki a/k/a Alice in Wonderland. Work was being done to the closed resort at Playa Kalki (Kura Hurlanda) and not sure when the resort will open.

The Superior Producer is our favorite wreck to dive. Recently a new ladder has been replaced on the dock, making it heaps easier to get in and out of the water. We are all so stoked to be able to dive this amazing wreck with ease!

When my wife and I visited Curacao in 2010, the dive operator was Ocean Encounters West. They later became Go West.Of course, we stayed next door at Lodge Kura Hulanda, it was very nice back then.
Why "of course"? Kura Hulanda isn't even at the shore. I like night diving at Playa Grandi too much to make changes.
 
The apartments themselves are run by a separate crew, but the tanks etc. are handled by people from the dive shop. I don't know how much of an overlap there is between the two operations now, I suppose you can do all your dealings with the apartments as long as you don't want the boat dives. Though I suspect they don't have weights, other than some loose pieces laying around in the gear room, you may still have to go to the shop to rent those.

Hotel Kura Hulanda was in town next to the museum, it closed in 2013.

Lodge Kura Hulanda is/was in West Punt, just north of the dive operation, Go West Diving. The dive operation was called Ocean Encounters West when we used it and stayed at Lodge Kura Hulanda in 2010. I assume Go West used to be owned by or associated with Ocean Encounters that runs out of LIonsDive and Sunscape

I'm sure @Saturated and satisfied knows more details, including the current status of Lodge Kura Hulanda. There have been rumors for years about it returning to its former glory.
