One thing to confirm first Pattaya is just like Angeles City though with a c$% beach.
For diving i would try and head down to Koh Phi Phi and do some diving from there if you cannot afford a live-aboard. Diving is generally very good around there. Also the beach is alot like boracay (white sand) though full of back packers! If you want to go you ca go from either Puket or Krabi. Puket i would stay away from phuket patong beach unless you like bakla (in thai katoey) and go-go bars!.
