i recently bought a spool with 100' of #24 line. (no, its not from halcyon).

i can't remember if cave line was supposed to be slightly buoyant or should it sink to the floor. does anyone know which it is and the reason why?

You mean negatively buoyant, no?
 
You want it to be negatively bouyant. Floating line or even neutrally bouyant line is a serious entanglement hazard, particularly in a hard overhead environment.

Braided nylon line is ideal. #24 is great for cave diving and heavier #36 or #48 is more suited for wrecks.

Braided line can be rolled on and off the spool without unspinning itself and will not end up in large tangle like unbraided nylon line.
 
100" sounds like a saftey line.
