Budget accommodations in Cebu?

Hi folks,
I going to Cebu next month will dive in Scotty's Dive Centre, anyone know best and budget range accommodations in Cebu? Hope near dive centre like walking distance.
I will going on 17 Nov back 27 Nov, 10 days be there for the courses.
I never been there is first visit.

Check with Paul's wife, Lorraine (I thnk that's her name), at Mandarin Divers. I forget the name of the place that Paul and Andrew stay there when they are doing training but the rate is pretty reasonable and its only a short taxi ride to the Shangri La (Scotty's Dive Center)

I didn't stay there but Lorraine had recommended the place when I was considering doing my trimix course with Paul in Cebu.

Do you know where is Paradive resort Mactan Cebu, how far from there to Shangri -la mactan http://www.paradive.com.hk/resort.htm
I get very good price 9 days only HKD1800

Paradive is now Scubaworld just beside the Hilton w/c is just a walking distance from Shangrila.

Don't expect much. I think they only have a few rooms less than 10 perhaps. Not a popular place to stay. It's basically a dive center.
