So without anything attached to the exit port by hooking up a pressure gauge I found it to be the expected 3000 psi. When I attach the tank with a open valve there seems to be no transfer of air since the gauge on the empty tank doesn't move and it doesnt sound like there is anything other than the click of the valve opening
 
I will respectfully share these two thoughts:
  1. This isn't the sort of thing that can be troubleshooted without being there.
  2. It does not appear to me that you are sufficiently qualified to do what you are doing safely.

Does 1 have compressed air in it?
Is 2 open?
Is 3 open?
Does air come out 4?

I believe the regulator on the pony tank is intended to be filled that way i have removed the solenoid and filled the tank with this set up.
