It sounds like the valve on his smaller tank is not open. Perhaps he thinks that pressure from the larger tank will somehow automatically open the valve on the smaller one.

Even if he opens the valve on the smaller tank and thus gets air flow into it, the results will be a very hot fill, and not nearly as much final pressure in the smaller tank as he hopes.

An interesting, but bad idea, methinks.
 
I have opened both valves with the empty tank fully open and the large tank slightly open the valve is normally closed so there is a build up until its open my hypothesis is that the original burst of air is hindering the proper filling
 
I'm filling that tank, the larger tank that is doing the filling is 3x that size but I'm just using that for testing purposes I want it to be tourist dive shop usable
 
Is this what you are trying to emulate, but with a solenoid in the line?
