The proper terminology is DACS (Divert and Attitude Control System ). It's basically 'Thrust Vector adjustment'.
I'm not sure how'd they work in the Troposphere though (at sea level). It's more suited for the endosphere or exosphere. It's the kinetic energy really that you really wouldn't like... talk about "chaffing".
