Are you sure about J valves? My LDS says they can leap out of the closet in the middle of the night and kill you, they're incredibly dangerous and should be kept far far away. (sigh)
But seriously, valves that old, tanks that old, plenty of chance for the tank to have been abused (found in a basement no doubt) so it might or might not pass hydro, but $15 becomes $55 or $60 if you add the hydro that you'll need to find that out. And then you've got to try rebuilding or replacing the valve, and the nice folks at XS never have been called cheap.
A lot of bother if you're not in the Vintage Gear cohort.
