Just received a new tank from an internet supplier. Tank came with documentation that it is cleaned for oxygen service and is still plugged from the factory (in fact I brought it in the sealed box to them). Valve is sealed in original packaging with labeling that it is cleaned for o2 service.

Brought it in to LDS for a VIP. Wanted it for use as a Nitrox tank.

They are one of the only "convenient" locations for Nitrox......

so.....

LDS claims it has to clean it (they only do PP blending if that matters in the answer).... $40..... Oh, and VIP is another $10-$20, can't remember which....

is this "need to clean" BS?
 
Yes. You are being assessed the "internet purchase penalty." Your options: go elsewhere or pay the penalty.
 
The issue for the shop is verifying that the cylinder is actually O2 clean. If the shop is going to put their sticker on it, then I would agree with them they should clean it as the cylinder is from third party. Especially as they are doing PP fills.

Now one could ask them how they will deal with the VIP next year. For instance, if they clean the cylinder this year will they require that it be cleaned next year? Or will they inspect it for cleanliness via UV light? If the later then you might be able to convince them to inspect before requiring cleaning. However, you are really at their mercy as you did not buy the cylinder from them.
