Absolutely. I'd never take anything sharp or suspicious in carry-on. The rules vary so much. Lighters allowed, matches not. On a cruise ship to Alaska the WEEK after 9-11, my wife's purchased oulo knife had to be stored by security until the cruise ended. Yet at each meal we all had steak knives!
