If you knew he was lying why did you let him dive?

We let him dive because the shop he represents had paid for a spot on the dive for one of their representatives. We are not there to stop him from diving, we are not even there to stop him from teaching. We can only let him know the rules and the consequences of not following them. It is not my place to enforce my own set of rules as long as no one is being put in any danger. As it was, neither myself or the other divemaster from our shop observed him doing anything in the water that was out of place for the guides that come with the groups. I like to think that when presented with the situation, he made some better choices. All I have to go on is what I observed.
 
what time of the year does it start to warm up & wind starts to die down ???
Nortes on Cozumel are generally in the winter months - November through February or March - but I have experienced one there as late as early May. It's never really cold, but between nortes it's pretty balmy there even in winter. It's nearly 90 degrees there at the moment.
 
Is this certification done on an individual level or per dive shop?

It is done individually. The marine park does a course for all guides, instructors, captains, snorkel guides etc. An individual needs to carry a current marine park course completion card to work in the marine park. That having been said, it has not always been enforced very well, so not everyone will take it as seriously as others.
 
Well, I got to the shop this morning for my 8 am trip to find that the wind was blowing and the port had been closed. Oh well, breakfast and a trip to the mainland for some shopping would be nice. Then at 9:30 they opened the port again. Suddenly myself and another DM had 10 people to take out on one of our big boats. We had great dives at Cedral, and Paraiso, then dropped our people off happy. Yay! There is no better job in the world than being "scuba steve" when it all goes smoothly.

Tonight is our staff Christmas party, you can bet I won't be posting anything about it : )

Not too crazy tonight though, students at 9 tomorrow morning.

The water is currently about 80F with no change in temperature at depth. I dive in a 5 mil currently, but I am also diving everyday. (I'm also a bit of a weenie) Most people dive in a full length 3 mil, and some in a shorty. Some dive in a bathing suit, but I don't recommend it.
