Yes - while no permits are left from federal authorities for the southern park - the northern park which starts about the common end of Baracudda has seperate permits and you just need to apply for them. You also need North and South tourism nautical permits.

Most people that go up there have them - Aldora, Scuba Life, Gatos, Humarine (El Vikingo had them) - Alex Adventures - I forget the others... Sort of a not well known thing but few operators go there.
Thanks. I remember a few years ago there was an idea being circulated where the entire coastline all the way around Cozumel except for where the cruise ship docks and maybe the entrances to the marinas are would be protected park areas. Whatever happened to that?
