I'm gonna go out on a limb here and say that the vast majority of the locals wouldn't be living on Cozumel if it wasn't for the cruise ships and the money they bring.
And I'm going to go out on a limb and say that I believe you are incorrect. I have been going to Cozumel since before the cruise ship invasion, before any of the piers were built, and there were lots of people living there then.

I think it is both some organic growth and also a good amount of the "locals" are not from the island and moved there because of the tourist industry (fueled in large part by the cruise ships).

We had a friend for many years on the island who was a well connected businessman and a member of whatever is the equivalent of the BBB on the island. He told us (frequently) that the cruise ships only benefit a small minority of the businesses and people on the island. He was very bitter about it; he eventually pulled up stakes and moved to Merida. We have a friend who is a taxi driver on the island; he says the same thing. I know that the cruseros do not patronize the hotels or give much if any business to the restaurants. Tshirt shops and bars (in the daytime) do OK, I guess, as do the diamond stores.

Some development occuring now. The land across the street from Sand Dollar / Sunset Bar has been fenced off and a visual barrier put up. There are chainsaws at work now even without permits to do so......Eventhough the project has been put on hold or whatever the government says....things seem to be moving along. The land is what will be developed into a mall and receiving area for passengers similar to the Royal Village mall just south and Punta Langosta Mall in town. Fun fact, the mayor who greenlighted the 4th pier was Pedro Joaquin Delbouis....he is also the owner of the land that is to be developed for the 4th pier. He is also a current city council member.... Lots of media campaigns fear mongering the island about the cruise ships moving out if they cannot have "suitable" facilities for their monster ships. Palms are gonna get greased to push the permits through.

As I have said before, I will believe it when I do not see it.

Is that jackup testing platform or whatever it is/was still in the water at the site?

no platforms in water since it was last reported. It was only there for couple weeks. Just all the land clearing now going on across from sunset. They are leaving a strip of trees so that you cant see beyond them from the road. Drone footage shows clear cutting. I m thinking Pedro knows something what is not being reported......

There are only a few on the mainland that would financially back a pier on that side for cruise ships mainly being the XCARET group. I dont see it happening for cruise ships there because the port will not be as protected as Cozumel waters. The deepwater port at Purto Morelos has been in talks for many years so am not surprised it is being brought up again. I think this is just diversion tactics while secret behind door talks are going on for the 4th pier in Cozumel. Some mexican officials will be getting huge sums of money to green stamp the official approval. Royal Carribean does not want their perfect day in mexico project stopped. Saw truckloads of material and workers going into the forest area in front of Sand Dollar Sports today and are working fast at clear cutting and site prep for the proposed mall reception for the 4th pier.

When I visited, I went out with a guide named Moises at ScubaTony. He was a marine biology student at the time. He showed us how the south sides of the coral formations were being smothered with a specific red alga. He explained that it was linked to nutrient pollution from cruise liner sewage. He explained how the 4th terminal, south and up-current of all the others, could bring a devastating new point source.

It was really sad to see the videos of those pylons going in amid the protests of the local community.

Ive been seeing an increase in the algae starting around the end of Bricks area for the past several years. Each time I start back diving after my summer whale shark sabbatical, my eyes are always seeing more and more growth. Its all related to the sewage and discharge from the island. Its all limestone and most of the sewage is just dumped through into the ground and it leaches out into the ocean. All the new beach clubs, new condo developments are making matters much worse. The Kuza beach club buried protected mangroves so they would have more land to use....no penalties there eventhough its a federal crime. Look at Columbia shallows....it's pretty much dead now. The cruise ships bring in probably 40000 people every day during high season....that's a lot of toilets being flushed and it ain't going into a treatment plant....Royal Carribean bought Playa Mia beach club and is doing a massive build there. Where is all their untreated pool water going to go? All their sewage.....
