I am going to do a liveaboard to the Red Sea in the upcoming weeks and I am planning to carry as much dive gear as possible in the hand luggage, as I arrive 6 hours before the boat sails.

Does anyone have experience with regulators and/or backplates in the hand luggage, when in transit between International lines in Instanbul?

You will have to have an eye on the max allowance (kg and size) for cabin luggage of your airline, that may be 8 kg or less.
Saying that, we always travel with first and second stage and computer in hand luggage. Never had a problem, although it speeds up the x-ray process if you take this hardware out of your bag.

Weight is not an issue. I am concerned that they may consider the backplate a problem.

This is what I am doing these days. No problem on the inbound route thru istanbul. I had everything with me on board. I wouldn't try doing this with egypt air or nile air, but it works for turkish air.

I generally do not carry all my gear onboard for the returning flights. It’s mostly not having my gear at the destination that concerns me. I will check in the wetsuits, boots, fins, and anything else that is less expensive.

I have flown out of Hurghada and Marsa Alam several times with a wing/backplate and regulators in my hand luggage. I have never had any issues, these airports will see lots of divers so are used to the equipment. Obviously make sure any knifes or cutting devices are removed, and I always pack reels in checked luggage. Never flown through Istanbul, so can’t help on that one.

Just back from HRG, zip ties and allen wrenches were confiscated; reels and spols were removed from hand luggage.
Had some discussion about torch batteries at the entrance screening station (they insisted that the need to go into checked luggage, so I humored the guy and put them back into carry on before check-in).

Looks like that's very depending on the mood of the guys at the screening station, or whether they like your face or not...
I went through with torch with batteries (to show that it's working) and some small (scuba) parts in hand luggage - no issues.
Or may be they are looking for things you can make dangerous tools of... They certainly thought you will zip tie the crew and disassemble the aircraft. Crazy you...
