The party boat? That's a shame - I like pointing to it and saying "look, there's goes the party pirate ship!". :(

I don't know but the streets are being cleaned up, restaurants are figuring out procedures, my dentist was figuring out protocols and so on. People need to be rehired, and trained for the new reality.

But what I'm wondering is how much tangible work is involved in "figuring out" things. And I think if procedures are so complex they take more than 30 minutes to explain then they have little chance of being done consistently.

You are correct. One of the things being done in some places was requiring customers to stand on a disinfectant mat before entering. Another place sprayed us down with something. Most of what will be done is to make people think they are "doing something". We were In Puerto Morelos yesterday. It was ok to walk or sunbathe but not to swim.

Kinda sorta. I'm going to wait for a while to see what effect the reopening, to whatever extent and at whatever speed it happens, has on the number of COVID-19 cases on the island.
 
The northern part of the state has theoretically opened partially for tourism today. (both WetinPortland and I posted links under the Covid19 Update thread yesterday ).

There seems to be uncertainty On Facebook about what it means for Cozumel specifically since people evidently the mayor hasn’t posted anything about changing the curfew

To further complicate things , Cozumel4you has some guy that was at the DFW American counter waiting for the Cozumel flight being asked if he was a Mexican resident before boarding (he was ). This may have been because he didn’t have a return ticket out of Mexico as opposed to a more Covid Travel restriction related question
